General Information

The In-House program is an instructional program designed to teach basketball skills and sportsmanship. The In-House program is less intense, less time consuming and less competitive than the Traveling Program.

Eligibility: All students who reside in or attend schools within the St. Anthony/New Brighton Independent School District 282 are welcome to play in the In-House program. Enrollment is limited to boys and girls in grades 3 - 8 for the 2011-2012 school year.

Registration Procedure/Fees: The registration fee for the In-House program is $120.00 for the 2011-2012 season (maximum $300.00 per family). IN-HOUSE Registration MUST be COMPLETED ON-LINE BY September 25, 2011 BY 11:59PM. Registrations after September 25th must be submitted via paper form and must include an additional $10.00 late fee and players will be placed on a waiting list for future consideration as team space permits. No refunds after the first game.

All players will also need to provide a $100.00 refundable uniform deposit/volunteer fee that will be returned at the end of the season when the uniform is returned in proper condition, and the required volunteer hours have been worked.

Team Formation/Notification: Players will be notified by their coach by November 1. Teams are formed by a “draft” type of process.

Coaches: The In-House program is dependent on volunteer coaches. All required coaching forms for 2011-2012 can be found below. Certification is required. Team rosters and coaching information are handed out at a coaches meeting in early October.

Practice/Game Schedule: Teams can expect to practice one to two times per week for one to one and one-half hours per session. Practice days are usually run Monday through Sunday. Teams will usually play one game per week, with an occassional double header possible. Games are usually Saturday mornings or early afternoons. Practices begin in late October with the game schedule beginning in early November and continuing through mid February.
Practice sessions are determined by the selected coaches after teams are formed in early October.

2011-2012 Required Coaching Forms

Both forms must be completed

Criminal Background Checks

In addition to the two forms above, each coach must submit a criminal background check annually (coaching in other sports that also perform background checks does not exempt a coach from a background check from the BYBA program). A link to the secure on-line vendor that the BYBA utilizes will be sent to each selected Head Coach and Assistant(s) Coach(es).

Mandatory Concussion Training Effective September 1, 2011

In the 2010 legislative session a bill was passed and signed into law regarding concussions and youth athletes.  Minnesota has joined a growing number of states that have passed laws on providing concussion information, training and procedures to be followed for youth athletes to return to play.  The law is effective as of September 1st, 2011.

The Minnesota legislation requires any municipality, business, school district or nonprofit organization that organizes a youth athletic activity and charges a fee to follow the statute’s requirements.

The BYBA would like to point out several things:

  • The statute applies to all practices and games.
  • Even though the statute does not officially take effect until September 1, the online training is available now.  The BYBA requires that coaches take the online video training session and test developed by the Centers for Disease Control and the National Federation of State High Schools at www.nfhslearn.com. The course requires registration, but registeration is free. You must print out the course completion certificate as proof of completion of the training.
  • This statute applies to all clubs and youth programs in Minnesota.  As noted in the policy, each program will have to adopt its own policy.
  • Any Extraterritorial coach or player who plays in any game or tournament in Minnesota is also affected.  Coaches will have to take the training and both coaches and players have to follow the removal/return to play requirements anytime they are in Minnesota.
  • This affects all sports, not just basketball.

BYBA Coach Selection Policy

Procedure/Policy Change for 2011-2012 Basketball Season:

Effective January 2011, coaches from the previous winter basketball season will remain the named head coach of the team for the ensuing season(s), unless informed otherwise. All prospective coaches are encouraged to apply for the position they are intrested in. In the event that a candidate or candidates apply for a coaching position that is currently filled, both the applicant(s) and incumbent coach will be asked to participate in a interview process, after which the most qualified individual will be  selected. Please review the attached coach selection process document carefully.

Coaches of record must still submit to a criminal background check annually, renew concussion training every three years, and sign the coaches conduct pledge but are no longer required to submit a coaching application annually.
